## **New Certificates and Instructions for Use for Impaired Driving Blood Collection Kits Now Available**

New Certificate form sets for Qualified Medical Practitioner or Qualified Technician in Respect of Blood Samples and Instructions for Use of Blood Collection Kits are available.

To meet the requirements under s. 320.32(1) police officers **must** replace the Certificate and Instructions currently included in blood collection kits with the new versions of these forms.

Although the forms in the blood collection kits currently in circulation must be replaced, the blood collection kits themselves can continue to be used.

## **Question: I have a question about an autopsy or death investigation. Who do I contact?**

Answer: Death investigations and inquests are led by the [**Office of the Chief Coroner and the Ontario Forensic Pathology Service**](https://www.ontario.ca/page/office-chief-coroner-and-ontario-forensic-pathology-service). For autopsy inquiries, please contact the Office of the Chief Coroner at 416-314-4000.

## **Question: I’m thinking about a career in forensic sciences. What qualifications are required to work at the Centre of Forensic Sciences?**
Answer: The Centre of Forensic Sciences has many different positions. Canadian forensic laboratories employ both technologists and scientists. There is a minimum requirement of a relevant community college diploma for a technologist; however, many successful job candidates have a Bachelor of Sciences (B.Sc.) degree.

The minimum requirement for a scientist is an Honours B.Sc. Most of those hired in forensic scientist positions at this organization have post-graduate degrees in one of the life or physical sciences or in forensic science. Some have worked or had student placements in a forensic laboratory. The forensic science job market is very competitive with hundreds of applications received for any given job.
There are also a variety of non-scientific positions at the CFS, which are focused on IT, facilities management, business, policy and programs and Organizational Development (e.g. support for research & training activities). 

## **Question: Are there specific academic forensic science programs that I should consider completing?**
Answer: CFS staff come from various academic backgrounds and the CFS cannot recommend a particular program or institution over another. You may find useful information on forensic science careers and programs on the Canadian Society of Forensic Science website at https://www.csfs.ca/student-zone/

## **Question: Where can I find information about employment opportunities at the CFS?**
Answer: Positions within the Ontario government, including the CFS, are advertised on the Ontario Government website at www.gojobs.gov.on.ca. You are encouraged to regularly scan the GoJobs website to learn of openings as they become available and to apply for specific positions that interest you. You can also sign up for a Job Alert on GoJobs as well as join our LinkedIn page ([**Centre of Forensic Sciences | LinkedIn**](https://ca.linkedin.com/company/centre-of-forensic-sciences)), which is updated as jobs are posted. 

## **Question: Where can I find information about internships, co-op placements and summer employment opportunities at the CFS?**
Answer: The CFS supports the education of students who are completing undergraduate or post graduate degrees within a forensic science program and who are required to complete a research project as a component of their program. An academic institution wishing to place forensic science students at the CFS must make a request to the Director through the Head, Research & Development, Teri Martin (teri.martin@ontario.ca). Note that we currently support the forensic science R&D programs of a number of universities and our ability to provide placements varies from year to year depending on resource availability and operational commitments. 

The CFS also participates in the government of Ontario’s Summer Employment Opportunities (SEO) program (www.gojobs.gov.on.ca). Summer positions available are typically posted in January or February. Please note that these work experiences are typically limited to administrative positions as security concerns and operational realities preclude the placement of students in any of the operational sections at the laboratory. To be eligible for the SEO program, you must have student status (be enrolled in a secondary or post-secondary institution or commence the position within six months of graduation) and be legally entitled to work in Canada. 

The CFS does not offer internship or volunteer programs.

## **Question: Are there volunteer positions available at the CFS?**
Answer: Unfortunately, due to stringent accreditation requirements and liability issues, the CFS does not offer volunteer positions. However, the CFS participates in the government of Ontario’s Summer Employment Opportunities (SEO) program (www.gojobs.gov.on.ca). You can apply for available summer positions that are typically posted in January or February. Please note that these work experiences are typically limited to administrative positions as security concerns and operational realities preclude the placement of students in any of the operational sections at the laboratory. 

## **Question: Does the CFS provide training to members of the general public?**
Answer: The CFS does not provide training to members of the general public.
The CFS does offer educational programs and materials for persons or agencies using its services, including lectures at police colleges, forensic pathology courses, coroner’s courses and universities. Seminars are also arranged for special groups from the legal profession and police agencies.

## **Question: Can members of the general public or students request to interview staff who are employed at the CFS?**
Answer: Operational demands take top priority at the CFS and due to the significant caseloads of our staff, we are unable to accommodate requests to interview staff. 

## **Question: Does the CFS accept evidence submitted by members of the general public?**
Answer: The CFS does not accept evidence submitted from the general public. Only evidence submitted by official investigative agencies (e.g., police services, coroners, pathologists, etc.) are accepted.

### Quarterly performance information

Turnaround time is used to measure the organization’s success in providing timely reports. It tracks the amount of time it takes to issue a scientific report following the submission of evidence.

The following charts provide the most current timeframes that scientific Sections will issue reports for certain types of cases/offences. Submitting agencies can expect a report within these time frames. In the event that a report is not received at the submitting agency, please contact the section to determine the status of the submission.

The Centre of Forensic Sciences' performance track record.

Performance Data

The Centre of Forensic Sciences (CFS) is an accredited forensic testing laboratory. In consultation with clients the CFS has developed various formats for reporting results and providing scientific opinions. This allows for investigative information to be provided in a timely manner and to ensure that reported results are clearly understood. Additional information to assist with understanding the reports is available on the CFS website and is referenced in the report. All information pertaining to the examinations conducted and handling of evidence items is maintained by the CFS and is available upon request.

## CFS Report Types

**Interpretive Report**

Formal, written release of information documenting the results of the laboratory examinations, including the interpretation of any findings, opinions and quantification of the significance of associations along with statements of limitations, where required.

**Analytical Report**

Formal, written release of information documenting the results of the laboratory analysis only, with limited interpretations if required.

**Notification Letter**

Formal written release of preliminary investigative information.

**Letter of Opinion**

A formal letter providing a scientific opinion based on the information or a scenario provided to the scientist.

All reports will include the following identifying information:

*   Address of the reporting laboratory
*   Report title
*   CFS case file number and request number
*   Submitter's file number (Incident Number), where applicable
*   Contact information for the report writer or the Section
*   Report recipient and names of the investigators, where required
*   Reference to the parties involved

In addition to the identifying information the CFS reports will also include the following information depending on the report type:

Background:
A recent RAND corporation publication <a href="https://www.rand.org/content/dam/rand/pubs/research_reports/RR3200/RR3222/RAND_RR3222.pdf">https://www.rand.org/content/dam/rand/pubs/research_reports/RR3200/RR3222/RAND_RR3222.pdf</a> identified the need for research to better understand the effect of “telepresence technology” on court proceedings. Of specific interest are the experiences of witnesses and other court participants, identification of technical issues that influence the effectiveness of remote testimony, and the impact of this technology on the court in terms of efficiency and costs. The staggered implementation of remote testimony by the Centre of Forensic Sciences (CFS) provides an opportunity to examine these issues.
Research Objective:
To outline the approach taken by the CFS to provide scientific expert witness testimony remotely, and to compare the costs, efficiency, and effectiveness of this approach as compared to in-person testimony.
Partnership Opportunity:
Seeking a partner to compile, examine, and analyse existing data from the CFS regarding the use of video testimony and in-person testimony by its staff for court proceedings within the province of Ontario. Multiple data sources are available for possible examination:

<li>Overview of CFS approach to video testimony, including training provided to staff, equipment setup, use and maintenance, communication with and education for courts, and use of video testimony agreements</li>
<li>Information on CFS use of video testimony over time, and comparison with use of in-person testimony. Information available for compilation includes: # of court “attendances” in-person and by video, # of court testimonies in person and by video, information on the type of court cases for which video testimony has been provided, and limited data regarding costs associated with video and in-person court attendance</li>
<li>data comparing the number of court attendances and testimonies in a specific courthouse before and after implementation of a video testimony agreement.</li>
<li>data comparing the number of court attendance and testimonies for the northern part of the province which predominantly uses video testimony, versus that of the southern part of the province which predominantly uses in-person testimony</li>
<li>Limited results to date comparing the number of court attendances and testimonies prior to the COVID-19 pandemic with those after court proceedings resumed in the province. With the resumption of courts, the CFS implemented default remote testimony provision.</li>
<li>Comparison of anonymized “court attendance letters” which include feedback from crown and/or defence attorneys regarding the quality of testimony and witness availability. These have been obtained for both in-person and remote testimonies.</li>

Resources Required:
The partner must have prior experience and expertise in data compilation, examination and analysis, including identification of data limitations. The partner must be willing and able to identify the most probative data for analysis, compile relevant information from multiple sources of raw data, and act as the prime author for manuscript preparation.

CFS will provide the raw data for analysis, make knowledgeable staff available to explain the CFS approach to video testimony, provide relevant documents, and to assist with subject expertise during manuscript preparation.

Background:
As the CFS navigates the use of Evaluative Reporting in casework, it is critical to understand early in the development phase whether members of the Ontario courts (lawyers, judges, juries) are aware of the principles of evaluative reporting, and to what extent they are prepared to accept this type of reporting and testimony in court proceedings. The results of this study would inform the development of evaluative reporting at CFS, and stakeholder involvement at the outset is considered integral to the process. Research Objective:
Survey members of the justice community to measure awareness and understanding of the principles of evaluative reporting and explore attitudes with respect to this new approach to forensic reporting. Use tools such as town hall meetings or one-on-one interviews if needed.

Assist the CFS as it moves toward evaluative reporting as a means to deal with uncertainty and provide a balanced approach to evidence interpretation. Properly applied, cognitive bias can be minimised. Contribute to the growing literature on this critical subject.

### **CURRENT SECTION PRIORITIES**




1.	Study and better understand the factors which influence the transfer and persistence of trace evidence, so that we can better answer questions with respect to how and when the trace evidence came to be deposited, and not just suggest the potential source of the trace evidence.

2.	Develop new methods to characterise trace evidence using time of flight mass spectrometry.

3.	Develop new, and expand existing, trace evidence reference collections. This involves the collection and analysis of trace evidence exemplars with the goal of enhancing the objectivity of comparisons made between reference material and case material. Our initial focus will be on automotive carpet fibres, architectural paints, zip ties, plastic bags and adhesive tapes.

Can gasoline be cross-transferred between sealed mason jars used to store fire-debris material and if so, will the cross-transfer have an impact on the validity of the subsequent forensic analysis?
Background:
During a fire investigation, Fire Marshals collect debris using glass mason jars, which are submitted to the CFS where they are examined for ignitable liquids (aka fire accelerants). Typically, jars containing fire debris are collected and shipped to the lab in cardboard boxes. We need to determine, whether or not, during the interval between collection and analysis can volatile compounds escape from one sealed jar and contaminate another jar.
Research Objective:
Publication in a peer-reviewed journal of an unpublished draft paper tentatively titled “The Adsorptivity of Fire Debris and its Effect on Cross-Transfer of Gasoline”. The original dataset will be made available to the external partner.

However, there is a relatively small body of research that has evaluated the impact of chemical trace forensic evidence on investigative and judicial processes. Project Title:
Development of a method for the detection of drugs in non-biological matrices by liquid chromatography quadrupole time-of-flight mass spectrometry (LC-QTOF-MS).
Background:
The CFS Chemistry Section analyzes non-biological samples (e.g. food products and residues, stomach contents) for the presence of noxious substances such as drugs, insecticides etc. The current procedure employs an optimized QuEChERS method to extract analytes of interest, followed by derivatization and subsequent analysis by GC-MS and/or LC-DAD.
A few years ago, the CFS Toxicology Section developed a method for detecting drugs in biological samples (blood, urine) by means of LC-QTOF-MS. The Chemistry Section is looking to apply QTOF to the analysis of drugs in non-biological samples.
Research Objective:
The goal of this research project is to develop a drug screening method (incl. extraction steps) for non-biological matrices utilizing LC-QTOF-MS. The method is to be evaluated based on performance characteristics such as accuracy, precision, specificity/selectivity, limit of detection, ruggedness/robustness and practicality.
Partnership Opportunity:
We are seeking an external partner to work with the CFS project leads on the experimental design and technical implementation of QTOF analysis for drug detection in non-biological matrices.
Resources Required:
Expertise in LC-QTOF-MS and access to a LC-QTOF mass spectrometer. The research partner is expected to design the experimental protocol (in partnership with CFS), conduct the research project and be lead author on a publication.

The CFS seeks to develop research collaboration with academic institutions, other Ontario Ministries and industry partners who have capacity and expertise to deliver research projects that align with our research priorities. We have human and material resources available to contribute to projects that support our research mandate.

#### Evaluation of General Rifling Characteristics
<details>

Project Title:
Comparison of three methods for measuring land and groove widths of fired bullets. [(a) comparison microscope and stage micrometer, (b) 3D microscopy, (c) an Integrated Ballistics Identification System (IBIS)]
Background:
A conventionally rifled gun barrel will have grooves that have been cut or impressed, and this imparts a spin to a bullet when fired. Each cut, or groove, is separated by a ridge of metal called the land. Together, these grooves and lands define the type of rifling inside the bore. The direction, width, and number of lands may vary by manufacturer. The rifling characteristics of a barrel are transferred to the bullet during the firing process.
Research Objective:
PAttempt to establish whether or not one of the three methods can be objectively shown to produce superior results in the measurement of land and grooves.
Partnership Opportunity:
The CFS is seeking a partner to design and conduct the experiment; statistically evaluate the results and publish the work. The land and groove impressions of approximately 100 bullets are to be measured using the Integrated Ballistics Identification System (IBIS), Comparison microscope using a stage micrometer and a 3D microscope.
Resources Required:
None, but prior experience with microscopy, experimental design and statistical evaluation of data sets is valuable.
Resources Available:
The CFS will supply all needed material, training, SOPs and access to required instrumentation. Analyses will be conducted on 100 bullets, which have already been test fired from handguns and rifles. A general rifling characteristics (GRC) database is available to evaluate the data-sets produced by the three analytical methods.

#### Investigation of blood opioid concentrations in individuals suffering from severe chronic pain
<details>
<summary>Details</summary>
Project Title:
Investigate opioid concentrations in individuals (e.g., cancer patients) experiencing severe chronic pain within a clinical or outpatient system. Particularly interested in the pediatric population (i.e., 18 years of age or less) and patients receiving hydromorphone.
Background:
Individuals who experience severe chronic pain are often prescribed opioid medications (e.g., morphine, oxycodone, methadone, hydromorphone, etc.) on a long-term basis in order to achieve pain control for better quality of life. However, the repeated use of opioids typically results in the development of tolerance whereby the individual requires increasingly larger doses to maintain an effective analgesic outcome. Studies of opioid concentrations in patients who chronically receive high doses are very limited. Opioid-tolerant individuals will exhibit serum opioid concentrations which could be toxic or lethal in naive users. The limited published literature on serum/blood opioid levels in living chronic opioid patients may lead to the forensic misinterpretation of post-mortem blood opioid concentrations.
Research Objective:
To document opioid concentrations in highly tolerant patients and thereby more accurately interpret post-mortem opioid blood concentrations in death investigations.
Partnership Opportunity:
To contribute to the medico-legal literature related to the opioid tolerance seen in patients receiving high doses of opioids while being treated for severe chronic pain.
Resources Required:
<ul>
<li>Access to individuals receiving high-dose opioids within a clinical or outpatient system and ability to collect whole blood samples using sterile technique.</li>
<li>Ability to collect limited, but relevant patient information (e.g. age, sex, opioids used, dosing, length of opioid therapy, etc.).</li>

#### Drug use among Automobile drivers in Ontario - 2018 to 2020 data

Project Title:
Drug use among Automobile drivers in Ontario Background: Impaired driving is the leading criminal cause of death and injury in Canada, and drug-impaired driving is increasing 
Research Objective:
To retrospectively examine Toxicology section case results to test the hypothesized that the number of drug-involved driver fatalities now rivals, and possibly exceeds, the number involving alcohol.
Partnership Opportunity:
Examine drug use among two populations of Ontario drivers – those fatally injured in motor vehicle collisions and those arrested and evaluated by a Drug Recognition Evaluator. Data from case files compiled by the Toxicology section of the Centre of Forensic Sciences from 2018 to 2020 will be analyzed to gain a better understanding of the types of drugs used by drivers, the demographic characteristics of those involved (e.g., age group, sex), and the circumstances of the event (e.g., month of occurrence, day of week, time of day). Comparisons of drug-involved driver fatalities with drug-driving arrests will outline similarities and differences in these two populations and provide insights into how enforcement activities might better target those drug drivers most likely to crash.

#### Impact of recreational cannabis legalization on traffic injury deaths in Ontario (2015 – 2020)

The Cannabis Act came into effect on October 17 2018, which outlines a strict framework for controlling the sale, possession, production and distribution of cannabis in Canada. There remain concerns that recreational cannabis legalization may affect the perceived harmfulness of cannabis use.
Current evidence concerning the impact of recreational cannabis legalization on traffic injuries from jurisdictions in the United States is mixed (1-4). Importantly, the generalizability of this evidence to the context in Canada is limited, given the differences between the two countries in socio-legal environments. 
Our research aim is to examine the impact of cannabis legalization on traffic injury deaths based on toxicological analyses of blood samples from 2015 to 2020. We anticipate using time series analysis methods with monthly or quarterly data.
Potential research questions include:
1.	Does recreational cannabis legalization result in increases in rates of traffic injury deaths with detection of cannabis?
2.	Does recreational cannabis legalization result in decreases in rates of traffic injury deaths with detection of alcohol?
3.	Does recreational cannabis legalization result in decreases in rates of traffic injury deaths with detection of other drugs?
4.	How have the rates of traffic injury deaths with detection of cannabis, alcohol and other drugs changed from the pre-recreational cannabis legalization period to the post-recreational cannabis legalization period for non-highway vehicles (e.g. ATVs, boats, bicycles?
5.	Have demographic characteristics and collision characteristics of traffic injury deaths with detection of cannabis, alcohol and other drugs changed from the pre-recreational cannabis legalization period to the post-recreational cannabis legalization period?

#### Effects of drugs and alcohol on psychomotor and driving performance: A systematic review and meta-analysis

Details content:
Systematic review of literature to develop tables of published data related to alcohols effect on psychomotor and driving performance and compare these effects to published data of other drugs.
Interpretation in forensic toxicology relies on the objective evaluation of literature related to a given question. For drug effects related to impairing an individual’s ability to operate a motor vehicle, this can typically be achieved by a review of the literature as it relates to clinical/laboratory effects of drugs, simulator or on-road driving studies and when available, epidemiological studies of prevalence and crash risk for drug classes. Meta-analysis of data allows for the compilation of multiple studies to increase the strength of an interpretive opinion. Further, collecting data from multiple studies and presenting it to answer a forensically relevant question may allow for the development of models that asses the relative strength of an opinion/conclusion in a given report (towards evaluative reporting).

#### Toxicological effects of the combination of opioids and benzodiazepines

Project Title:
Evaluation of toxicological effects of the combination of opioids and benzodiazepines detected in forensic casework
Background:
In toxicology, international classification systems focus on single intoxicants as the cause of death. It is, however, well known that very few drug related deaths are caused by a single substance and that information concerning the drug concentrations as well as the combinations of drugs are essential in order to ascertain the cause of death.
Research Objective:
This research would investigate cases where opioids, benzodiazepines and naloxone have been detected over the last 5 years to provide valuable information about the potential toxicity of concurrent use of opioids and benzodiazepines. Although the toxicity of opioids in combination with benzodiazepines is the primary focus of the study inclusion of naloxone in this project reflects recent capabilities for its detection implemented in the toxicology section. It is relevant to the combination of opioids and benzodiazepines because as an opioid antagonist, it is ineffective against benzodiazepine overdose. The expected outcome is to enhance the ability of Toxicology scientists to interpret poly-drug findings involving the above stated drugs.

## **Student Education**

The Centre of Forensic Sciences (CFS) supports the education of students who are completing undergraduate or graduate degrees who are required to complete a research project as a component of their program. The process begins with the student’s supervisor entering into a research partnership with the CFS as described in the [**Research and Development**](https://cfs.mcscs.jus.gov.on.ca/docs/research-development/) webpage. Students are encouraged to bring research ideas forward to their professor or graduate supervisor, but applications for research partnerships must be initiated by the professor.

## **Volunteer, internship or co-op students**

The CFS does participate in the [**“Summer Employment Opportunities”**](https://www.gojobs.gov.on.ca/Pages/SEP.aspx) program. However, these work experiences are limited to administrative positions as security issues and operational realities prevent us from accepting volunteer, internship or co-op students in any of the operational sections at the laboratory. Students cannot be involved in our casework.

## **Nouveaux certificats et instructions d'utilisation pour les kits de prélèvement sanguin pour conduite avec facultés affaiblies maintenant disponibles**

De nouveaux ensembles de formulaires de certificat pour les médecins qualifiés ou les techniciens qualifiés en ce qui concerne les échantillons de sang et les instructions d'utilisation des kits de prélèvement sanguin sont disponibles.

Pour satisfaire aux exigences de l'art. 320.32(1) les agents de police **doivent** remplacer le certificat et les instructions actuellement inclus dans les trousses de prélèvement sanguin par les nouvelles versions de ces formulaires.

## **Question: J’ai une question concernant une autopsie ou une enquête sur un décès. Avec qui dois-je communiquer?**

Réponse : Le [**Bureau du coroner en chef et Service de médecine légale de l’Ontario**](https://www.ontario.ca/fr/page/bureau-du-coroner-en-chef-et-service-de-medecine-legale-de-lontario) gère les enquêtes et les investigations sur les décès. Pour toute demande de renseignements sur les autopsies, veuillez communiquer avec le Bureau du coroner en chef au 416 314-4000.

## **Question: J’envisage de faire carrière dans les sciences judiciaires. Quelles sont les compétences requises pour travailler au Centre des sciences judiciaires?**
Réponse : Le Centre des sciences judiciaires (CSJ) compte de nombreux postes différents. Les laboratoires judiciaires canadiens emploient à la fois des technologues et des scientifiques. L’exigence minimale pour un technologue est un diplôme reconnu d’un collège communautaire; toutefois, de nombreux candidats à l’emploi ont un baccalauréat ès sciences (B. Sc.).
L’exigence minimale pour un scientifique est un baccalauréat spécialisé ès sciences. La plupart des personnes qui sont embauchées à des postes d’experts judiciaires ont un diplôme d’études supérieures dans l’une des sciences de la vie ou physiques ou dans les sciences judiciaires. Certains ont travaillé ou fait un stage dans un laboratoire de sciences judiciaires. Comme le marché de l’emploi dans le domaine des sciences judiciaires est très concurrentiel, des centaines de candidats postulent à un emploi donné.
Il existe également divers postes à caractère non scientifique au CSJ, qui sont axés sur les TI, la gestion des installations, les affaires, les politiques et les programmes et le développement organisationnel (par exemple, le soutien aux activités de recherche et de formation).

## **Question : Y a-t-il certains programmes universitaires en sciences judiciaires que je devrais envisager de suivre?**
Réponse : Comme les membres du personnel du CSJ sont issus de divers milieux universitaires, . Le CSJ ne peut recommander un programme ou un établissement plutôt qu’un autre. ## **Question : Où puis-je trouver des renseignements sur les stages, les stages coopératifs et les emplois d’été au CSJ?**
Réponse : Le CSJ soutient l’éducation des étudiants qui obtiennent un diplôme de premier cycle ou de troisième cycle dans le cadre d’un programme de sciences judiciaires et qui doivent réaliser un projet de recherche dans le cadre de leur programme d’études. Un établissement d’enseignement qui souhaite placer des étudiants en sciences judiciaires au CSJ doit en faire la demande au directeur par l’intermédiaire de la chef en recherche et développement, Teri Martin (teri.martin@ontario.ca). Veuillez noter que nous soutenons actuellement les programmes de recherche et développement en sciences judiciaires d’un certain nombre d’universités et que notre capacité à offrir des stages varie d’une année à l’autre en fonction de la disponibilité des ressources et des obligations opérationnelles. 

Le CSJ participe également au programme Perspectives d’emploi d’été (PEME) du gouvernement de l’Ontario (www.gojobs.gov.on.ca). Les postes d’été sont généralement affichés en janvier ou en février. Veuillez noter que ces expériences de travail sont habituellement limitées à des postes administratifs, car les préoccupations en matière de sécurité et les réalités opérationnelles empêchent le placement d’étudiants dans l’une des sections opérationnelles du laboratoire. Pour être admissible au programme PEME, vous devez avoir le statut d’étudiant (être inscrit dans un établissement secondaire ou postsecondaire ou commencer vos études dans les six mois suivant l’obtention du diplôme) et être légalement autorisé à travailler au Canada.

Le CSJ n’offre pas de programmes de stages ou de bénévolat.

## **Question : Le CSJ offre-t-il une formation aux membres du grand public?**
Réponse : Le CSJ n’offre pas de formation aux membres du grand public. Toutefois, il offre des programmes et du matériel éducatifs aux personnes ou aux organismes qui utilisent ses services, notamment des conférences dans les collèges de police, dans le cadre de cours de médecine légale et de cours du coroner et dans les universités. Des séminaires sont également organisés pour des groupes particuliers de la profession juridique et des services de police.

## **Question : Les membres du grand public ou les étudiants peuvent-ils demander à interviewer des employés du CSJ?**
Réponse : Les demandes opérationnelles revêtent une priorité absolue au CSJ et, en raison de la charge de travail importante de notre personnel, nous ne sommes pas en mesure de répondre aux demandes concernant les interviews du personnel.

Le délai d'exécution est utilisé pour mesurer le succès de l'organisation à fournir des rapports en temps opportun. Il suit le temps qu'il faut pour publier un rapport scientifique après la présentation des preuves.

Données de performance

Le Centre des sciences médico-légales (CFS) est un laboratoire d'analyses médico-légales accrédité. En consultation avec les clients, le SCF a élaboré divers formats pour communiquer les résultats et fournir des avis scientifiques. Cela permet de fournir des informations d'enquête en temps opportun et de s'assurer que les résultats rapportés sont clairement compris. Des informations supplémentaires pour aider à comprendre les rapports sont disponibles sur le site Web du CSA et sont référencées dans le rapport. ## Types de rapport CFS

**Rapport d'interprétation**

Contexte:
Une publication récente de la société RAND <a href="https://www.rand.org/content/dam/rand/pubs/research_reports/RR3200/RR3222/RAND_RR3222.pdf">https://www.rand.org/content/dam/rand/pubs/research_reports/RR3200/RR3222/RAND_RR3222.pdf</a> a identifié le besoin de recherche pour mieux comprendre l'effet de la "technologie de téléprésence" sur les procédures judiciaires. Les expériences des témoins et des autres participants au tribunal, l'identification des problèmes techniques qui influencent l'efficacité des témoignages à distance et l'impact de cette technologie sur le tribunal en termes d'efficience et de coûts sont particulièrement intéressants. La mise en œuvre échelonnée du témoignage à distance par le Centre des sciences judiciaires (CFS) offre l'occasion d'examiner ces questions.
Objectif de recherche:
Décrire l'approche adoptée par le SCF pour fournir à distance des témoignages d'experts scientifiques et comparer les coûts, l'efficience et l'efficacité de cette approche par rapport aux témoignages en personne.
Opportunité de partenariat:
Recherche d'un partenaire pour compiler, examiner et analyser les données existantes du SCF concernant l'utilisation de témoignages vidéo et en personne par son personnel pour les procédures judiciaires dans la province de l'Ontario. Plusieurs sources de données sont disponibles pour un examen éventuel:

<li>Comparaison des «lettres de présence au tribunal» anonymisées qui incluent les commentaires des procureurs de la Couronne et / ou de la défense concernant la qualité des témoignages et la disponibilité des témoins. Ceux-ci ont été obtenus pour des témoignages en personne et à distance.</li>

Recherche à l'échelle du SCF

### **PRIORITÉS ACTUELLES DE LA SECTION**




1.	Étudier et mieux comprendre les facteurs qui influencent le transfert et la persistance des traces de preuves, afin de pouvoir mieux répondre aux questions concernant comment et quand les traces de preuves ont été déposées, et pas seulement suggérer la source potentielle des traces de preuves
2.	Développer de nouvelles méthodes pour caractériser les preuves de trace en utilisant la spectrométrie de masse à temps de vol
3.	Développer de nouvelles collections de référence de preuves de trace et étendre celles qui existent déjà. Cela implique la collecte et l'analyse d'exemples de preuves de trace dans le but d'améliorer l'objectivité des comparaisons faites entre le matériel de référence et le matériel de cas. L'essence peut-elle être transférée entre des bocaux Mason scellés utilisés pour stocker des débris d'incendie et, dans l'affirmative, le transfert croisé aura-t-il un impact sur la validité de l'analyse médico-légale ultérieure?
Contexte:
Au cours d'une enquête sur les incendies, les commissaires des incendies collectent les débris à l'aide de bocaux en verre, qui sont soumis au SCF où ils sont examinés pour détecter les liquides inflammables (également appelés accélérateurs d'incendie). En règle générale, les bocaux contenant des débris d'incendie sont collectés et expédiés au laboratoire dans des boîtes en carton. Nous devons déterminer si, ou non, pendant l'intervalle entre la collecte et l'analyse, des composés volatils peuvent s'échapper d'un bocal scellé et contaminer un autre bocal.
Objectif de recherche:
Publication dans une revue à comité de lecture d'un projet de document non publié provisoirement intitulé «L'adsorptivité des débris d'incendie et son effet sur le transfert croisé de l'essence». L'ensemble de données d'origine sera mis à la disposition du partenaire externe.

#### Développement d'une méthode de détection de médicaments dans des matrices non biologiques par chromatographie liquide par spectrométrie de masse quadripolaire à temps de vol (LC-QTOF-MS).

Contexte:
La section de chimie du SCF analyse les échantillons non biologiques (par exemple les produits alimentaires et les résidus, le contenu de l'estomac) pour la présence de substances nocives telles que les médicaments, les insecticides, etc. La procédure actuelle utilise une méthode QuEChERS optimisée pour extraire les analytes d'intérêt, suivie d'une dérivatisation et analyse ultérieure par GC-MS et / ou LC-DAD.
Il y a quelques années, la Section de toxicologie du SCF a développé une méthode de détection de médicaments dans des échantillons biologiques (sang, urine) au moyen de LC-QTOF-MS. La section de chimie cherche à appliquer le QTOF à l'analyse de médicaments dans des échantillons non biologiques.
Objectif de recherche:
Le but de ce projet de recherche est de développer une méthode de criblage de médicaments (y compris les étapes d'extraction) pour les matrices non biologiques utilisant LC-QTOF-MS. La méthode doit être évaluée sur la base de caractéristiques de performance telles que l'exactitude, la précision, la spécificité / sélectivité, la limite de détection, la robustesse / robustesse et l'aspect pratique.
Opportunité de partenariat:
Nous recherchons un partenaire externe pour travailler avec les chefs de projet CFS sur la conception expérimentale et la mise en œuvre technique de l'analyse QTOF pour la détection de médicaments dans des matrices non biologiques.
Resources requises:
Expertise en LC-QTOF-MS et accès à un spectromètre de masse LC-QTOF. Le partenaire de recherche est censé concevoir le protocole expérimental (en partenariat avec le SCF), mener le projet de recherche et être l'auteur principal d'une publication.
Ressources disponibles:

#### Transfert et persistance du GSR entre les tissus

Analyser le transfert et la persistance de métaux tels que Pb, Ba et Sb entre deux morceaux de tissu pour mieux comprendre transfert et persistance des traces de résidus de fusil (GSR).

Le but de cette recherche serait d'acquérir une meilleure compréhension du transfert de preuves de trace GSR et des modèles de persistance grâce à étudier le transfert et la persistance des métaux élémentaires (éléments inorganiques) dont GSR est composé. Plus précisément, pour mesurer le l'étendue des événements de transfert (à quelle fréquence des traces de preuves sont détectées pour être transférées et dans quelles situations le transfert se produit) entre deux tissus et sa détection dans le temps (persistance)

Le SCF s’engage dans la recherche et le développement pour s’assurer que la science judiciaire de pointe est utilisée pour fournir des services aux agences d’enquête officielles et pour faire progresser la discipline. Nous cherchons à améliorer en permanence l'efficacité de nos analyses et examens médico-légaux. 

Nous nous concentrons sur les technologies de transformation et sur l'amélioration de la nature objective de notre travail.

## **COMMENT FAISONS-NOUS LA RECHERCHE ?**

Le SCF cherche à développer une collaboration en matière de recherche avec des établissements universitaires, d'autres ministères de l'Ontario et des partenaires de l'industrie ayant la capacité et l'expertise nécessaires pour mener des projets de recherche conformes à nos priorités de recherche. 

Nous pouvons disposer de ressources humaines et matérielles pour contribuer aux projets qui appuient notre mandat de recherche.

## **VOUS SOUHAITEZ DEVENIR UN PARTENAIRE DE RECHERCHE AVEC NOUS ?**

Il existe deux manières de conclure un partenariat de recherche avec le SCF:

1. Exprimez votre intérêt pour une proposition publiée en copiant le titre du projet dans le sondage auprès des partenaires, puis complétez et soumettez <a href="https://www.surveymonkey.com/r/N995S2B" target="_blank">le sondage</a>. Les propositions de recherche non attribuées du SCF seront affichées pendant au moins 30 jours pour permettre aux partenaires d'exprimer leur intérêt pour une collaboration de recherche. CFS évaluera les soumissions et sélectionnera le partenaire le mieux adapté à chaque collaboration.

2. Soumettez votre propre proposition de recherche en cliquant sur ce <a href="https://www.surveymonkey.com/r/KNLKGWK" target="_blank">lien</a> et en répondant au sondage sur les propositions de partenaires de recherche. #### Évaluation des caractéristiques générales des fusils
<details>
<summary>Détail</summary>
Titre du projet:
Comparaison de trois méthodes de mesure de la largeur des balles tirées au sol et dans les rainures. [(a) microscope de comparaison et micromètre de stade, (b) microscopie 3D, (c) un système d'identification balistique intégré (IBIS)]
Contexte:
Un canon de canon rayé de manière conventionnelle aura des rainures qui ont été coupées ou imprimées, ce qui donne un effet de rotation à une balle lorsqu’elle est tirée. Chaque coupe, ou rainure, est séparée par une arête de métal appelée la terre. Ensemble, ces rainures et ces terres définissent le type de rayures à l'intérieur de l'alésage. La direction, la largeur et le nombre de terrains peuvent varier selon le fabricant. Les caractéristiques de canon d'un canon sont transférées à la balle pendant le processus de tir.
Objectif de recherche:
Tenter d'établir si l'une des trois méthodes peut ou non être démontrée objectivement comme produisant des résultats supérieurs dans la mesure du relief et des rainures.
Possibilité de partenariat:
Le SCF recherche un partenaire pour concevoir et mener l’expérience; évaluer statistiquement les résultats et publier le travail. Les empreintes de sol et de gorge d'environ 100 balles doivent être mesurées à l'aide du système d'identification balistique intégré (IBIS), d'un microscope de comparaison utilisant un micromètre de scène et d'un microscope 3D.
Resources requises:
Aucune, mais une expérience préalable de la microscopie, de la conception expérimentale et de l'évaluation statistique d'ensembles de données est précieuse.
Ressources disponibles:
Le CFS fournira tout le matériel nécessaire, la formation, les procédures opérationnelles standard et l’accès à l’instrumentation requise. Les analyses porteront sur 100 balles déjà tirées avec des armes de poing et des fusils. Une base de données sur les caractéristiques générales de l'analyse (GRC) est disponible pour évaluer les ensembles de données générés par les trois méthodes analytiques.

## **Éducation des étudiants**

Le Centre des sciences médico-légales (CFS) soutient l'éducation des étudiants qui terminent des diplômes de premier cycle ou des cycles supérieurs qui sont tenus de mener à bien un projet de recherche dans le cadre de leur programme. Le processus commence par la conclusion par le superviseur de l'étudiant d'un partenariat de recherche avec le SCF, tel que décrit dans le lien Opportunités de partenariat en R\&D sur la [**page Web du CFS**](https://www.cfsgov.ca/ContentOD/WebFormRNDNew.aspx) . Les étudiants sont encouragés à soumettre leurs idées de recherche à leur professeur ou directeur de recherche, mais les demandes de partenariat de recherche doivent être initiées par le professeur.

## **Étudiants bénévoles, stagiaires ou coop**

Le SCF participe au programme [**"Opportunités d'emploi d'été"**](https://www.gojobs.gov.on.ca/Pages/SEP.aspx). Cependant, ces expériences de travail sont limitées à des postes administratifs car les problèmes de sécurité et les réalités opérationnelles nous empêchent d'accepter des étudiants bénévoles, stagiaires ou coop dans l'une des sections opérationnelles du laboratoire. Les étudiants ne peuvent pas être impliqués dans notre travail de cas.

**The Centre of Forensic Sciences** is one of the most extensive forensic science facilities in North America. The roots of the Centre are in the creation of the Attorney General’s Laboratory in 1951, renamed The Centre of Forensic Sciences (CFS) in 1966 and is **located in Toronto, Ontario.**

In 1986, as part of the Northern Initiative Program, the Ontario Government approved the establishment of the first regional forensic science laboratory, the Northern Regional Forensic Laboratory (NRFL), which is **located in Sault Ste. Marie**, which became operational in July 1992.

Following the **accreditation of the Centre of Forensic Sciences** in Toronto in 1993, the desire to standardize testing and quality management and to unite the forensic teams in both sites eventually resulted in a recommendation in 1997 of the **one-lab, two-locations philosophy.** It was at that time that NRFL became the **Northern Regional Laboratory of the Centre of Forensic Sciences.**

Over the subsequent 20 years, significant transitions affected both laboratories, and the people who worked in them. However, what remained unabated was the desire to continue **strengthening the relationship** between facilities, to **maximize the talents and capability** of staff and technology, and the drive for **high quality, timely forensic science** for our customers.

Effective April 2019, Centre of Forensics Sciences is the **sole identifier for both locations**, which will be distinguished by facility addresses only.

The two laboratories conduct scientific investigations in cases involving injury or death in unusual circumstances and in crimes against persons or property. Highly specialized forensic examination and analysis are conducted in the following areas:

Information for evidence collection, submission and case acceptance.


Evidence

The primary resource for information regarding collection and preservation of exhibits is the Handbook for the Investigator. This handbook also provides guidance with respect to routinely accepted case and item types. 


Handbook for the Investigator

A section manager can authorize an urgent examination based on the specific needs of the investigation. **Contact the laboratory** prior to submission or as soon as possible thereafter to provide your specific set of circumstances. The manager will then evaluate if there is a need for the laboratory to provide rapid response.


Urgent Cases

Biological testing/analyses will fall under one of two service lines, High Volume or Violent Crime. Details regarding sample collection and case acceptance can be found in the following guides. **Contact the Biology Section** scientific advisors for more information.


Biology Specific Information

Provides chemical analysis and physical comparisons of different types of materials and trace evidence. Chemical examinations are performed to identify a material and find the source of the material. **Contact the Chemistry Section** scientific advisors for more information.

Analyzes body tissues and fluids for the presence of drugs and alcohol. This is important in cases such as: coroner's death investigations, impaired driving, sexual assault, fire death and homicide.

To submit items for analysis or to request a Letter of Opinion (LOP), [**_Please click here to register_**](https://www.cfsgov.ca/User/Register) in the Evidence Web-submission System. Once registered, proceed to the online submission process.


## Complete Online Submission

To submit items for examination, or request an LOP complete the online submission processing request for your case using the interactive web application. The web application includes written instructions for each step of the process.



For technical issues please contact the Centre of Forensic Sciences (CFS) through the [**_email_**](mailto:Cfs.websubmission@ontario.ca) or via telephone at 647-329-1350. Please note, the telephone are available during regular Centre Receiving Office (CRO) hours only (8:30 a.m. to 4:30 p.m., Monday to Friday, excluding statutory holidays).


Once the processing request is submitted to CFS, an acknowledgement notification is sent via email indicating receipt of the request and which items are approved to submit. The email will include packaging instructions and corresponding labels.

Clients can submit evidence for examination through the online system. Register in the evidence web-submission system to submit items for analysis or to request a Letter of Opinion (LOP).

We provide lectures and training as part of our [**educational services**](https://www.cfsgov.ca/ContentOD/WebFormODnew.aspx) to support law enforcement officers and major stakeholders who administer justice in Ontario.

The centre seeks to develop partnerships with academic institutions and Ontario government ministries to deliver research projects in forensic science.

Expressions of interest to work with the CFS may be submitted online to the [**CFS R&D unit**](https://www.cfsgov.ca/ContentOD/WebFormRNDNew.aspx).

## Package Exhibits

All exhibits must be securely packaged for submission. In addition to the packaging instruction included in the acknowledgement notification, please consult the [**Investigator’s Handbooks**](/evidence/) for further information on appropriate packaging materials and recommended safe handling and packaging practices.

## Delivering your items to the Centre of Forensic Sciences

#### Toronto Laboratory

Items may be delivered to CFS in-person using the evidence submission lockers.  Items may also be sent by courier or mail to the CRO.

CRO staff are available for in person consultation if needed from 8:30 a.m. to 4:30 p.m. Monday to Friday.

##### Electronic Check-in for in person delivery of evidence

 The electronic check-in system is used to record the receipt of evidence delivered in person either via the submission lockers or at the CRO counter.

Register in the system using one of the computer stations located in the locker area or the CRO counter. Follow the instructions on the computer screen available for each step. For technical issues, please contact CRO.

Once registered, log-in and proceed to check-in the items. Upon completion of the electronic check-in, a receipt is sent via email to the submitter. The CRO is open from 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding statutory holidays. ##### After Hours Delivery

Evidence lockers are available for the submission of cases and exhibits 24 hours a day, seven days a week. Do not submit potential explosives in the evidence submission lockers. Contact the CRO at 647-329-1350 to arrange for delivery of such exhibits during regular office hours.

##### Vehicle and Large Item Submissions

Seek consultation with the appropriate Section Scientific Advisor prior to submitting a vehicle or large item for examination. A vehicle bay may be assigned (if needed). Please contact CRO with the expected delivery date and time to ensure someone is available to provide assistance.

If a submission cannot be made during regular office hours, building security is available for escort to the vehicle bay. Leave the keys to the vehicle (and the warrant, if applicable) on the windshield and include any special instructions on the web submission (e.g. protect interior for fingerprinting). Complete the electronic check-in process for the vehicle in the evidence locker area, which is located at ground level.

#### Sault Ste. Marie Laboratory




Submissions may be delivered to CFS in-person during regular office hours, by courier or mail.

A guide to submitting evidence to the Centre of Forensic Sciences.

**Le Centre des sciences judiciaires** est l'une des installations de sciences judiciaires les plus étendues en Amérique du Nord. Les racines du Centre remontent à la création du Laboratoire du procureur général en 1951, rebaptisé le Centre des sciences judiciaires (CFS) en 1966 et est **situé à Toronto, Ontario.**

En 1986, dans le cadre du programme Initiative pour le Nord, le gouvernement de l'Ontario a approuvé la création du premier laboratoire régional de médecine légale, le Northern Regional Forensic Laboratory (NRFL), qui est **situé à Sault Ste. Marie**, qui est devenu opérationnel. en juillet 1992.

Suite à l'**accréditation du Centre of Forensic Sciences** à Toronto en 1993, le désir de standardiser les tests et la gestion de la qualité et d'unir les équipes médico-légales des deux sites a finalement abouti à une recommandation en 1997 du **un-laboratoire, philosophie des deux sites.** C'est à cette époque que le NRFL est devenu le **Laboratoire régional du Nord du Centre des sciences médico-légales.**

Au cours des 20 années qui ont suivi, des transitions importantes ont affecté les deux laboratoires et les personnes qui y ont travaillé. Cependant, ce qui est resté inchangé, c'est la volonté de continuer à **renforcer la relation** entre les installations, afin de **maximiser les talents et les capacités** du personnel et de la technologie, et la recherche de **sciences médico-légales de haute qualité et en temps opportun** pour nos clients.

À compter d'avril 2019, le Center of Forensics Sciences est le **identifiant unique pour les deux emplacements**, qui se distinguera uniquement par les adresses des établissements.

Les deux laboratoires mènent des enquêtes scientifiques dans les cas de blessures ou de décès dans des circonstances inhabituelles et dans les crimes contre les personnes ou les biens. Des examens et analyses médico-légales hautement spécialisés sont menés dans les domaines suivants :

#### Informations sur le stationnement

Un parking temporaire est disponible (limite de temps de deux heures) à l'entrée principale de Roberta Bondar Place. Le stationnement de plus de deux heures nécessite un accord préalable avec le laboratoire.

Le laboratoire est situé au cinquième étage de la Tour Ouest.

La principale source d'information concernant la collecte et la préservation des pièces à conviction est le Manuel de l'enquêteur. Ce manuel fournit également des conseils concernant les types de cas et d'articles couramment acceptés.

Un chef de section peut autoriser un examen urgent en fonction des besoins spécifiques de l'enquête. **Contactez le laboratoire** avant la soumission ou dès que possible par la suite pour fournir vos circonstances spécifiques. Le responsable évaluera ensuite s'il est nécessaire que le laboratoire fournisse une réponse rapide.


Cas urgents

Les tests/analyses biologiques relèveront de l'une des deux gammes de services, High Volume ou Violent Crime. Informations spécifiques à la biologie

Fournit des analyses chimiques et des comparaisons physiques de différents types de matériaux et de traces. Pour soumettre des éléments à analyser ou pour demander une lettre d'opinion (LOP), [**Cliquez ici pour vous inscrire**](Register) dans le système de soumission de preuves en ligne. Une fois inscrit, passez au processus de soumission en ligne.

## Soumission en ligne complète

Pour soumettre des éléments à examiner ou demander une LOP, remplissez la demande de traitement de soumission en ligne pour votre cas à l'aide de l'application Web interactive. L'application Web comprend des instructions écrites pour chaque étape du processus.

Pour les problèmes techniques, veuillez contacter le Center of Forensic Sciences (CFS) via le chat en direct, [**e-mail**](mailto:Cfs.websubmission@ontario.ca) ou par téléphone au 647-329-1350. Veuillez noter que le téléphone et le chat en direct sont disponibles pendant les heures normales du Bureau de réception du centre (CRO) seulement (de 8 h 30 à 16 h 30, du lundi au vendredi, à l'exception des jours fériés).

Une fois la demande de traitement soumise au CFS, un accusé de réception est envoyé par e-mail indiquant la réception de la demande et les éléments dont la soumission est approuvée. L'e-mail comprendra les instructions d'emballage et les étiquettes correspondantes.

Toutes les pièces doivent être emballées de façon sécuritaire pour la soumission. ## Livraison de vos articles au Centre des sciences judiciaires

#### Laboratoire de Toronto

Les articles peuvent être livrés au CFS en personne à l'aide des casiers de soumission de preuves. Les articles peuvent également être envoyés par courrier ou par courrier au CRO.

Le personnel du CRO est disponible pour une consultation en personne si nécessaire de 8h30 à 16h30. Lundi à vendredi.

##### Enregistrement électronique pour la remise en personne des preuves

Le système d'enregistrement électronique est utilisé pour enregistrer la réception des preuves fournies en personne via les casiers de soumission ou au comptoir CRO.

Enregistrez-vous dans le système en utilisant l'un des postes informatiques situés dans la zone des casiers ou au comptoir CRO. Suivez les instructions sur l'écran de l'ordinateur disponibles pour chaque étape. Pour les problèmes techniques, veuillez contacter le CRO.

Une fois inscrit, connectez-vous et procédez à l'enregistrement des articles. Une fois l'enregistrement électronique terminé, un reçu est envoyé par e-mail à l'expéditeur. Le CRO est ouvert de 8h30 à 16h30. Du lundi au vendredi, hors jours fériés. ##### Livraison après les heures

Des casiers à preuves sont disponibles pour la soumission de dossiers et de pièces à conviction 24 heures sur 24, sept jours sur sept. Ne soumettez pas d'explosifs potentiels dans les casiers de soumission de preuves. Contactez le CRO au 647-329-1350 pour organiser la livraison de ces expositions pendant les heures normales de bureau.

##### Soumissions de véhicules et d'articles volumineux

Cherchez à consulter le conseiller scientifique de la section appropriée avant de soumettre un véhicule ou un article volumineux pour examen. Une baie de véhicule peut être attribuée (si nécessaire). Veuillez contacter CRO avec la date et l'heure de livraison prévues pour vous assurer que quelqu'un est disponible pour vous aider.

Si une soumission ne peut pas être faite pendant les heures normales de bureau, la sécurité du bâtiment est disponible pour escorter jusqu'à l'aire de stationnement. ##### Livraison après les heures

Une série de casiers sécurisés est à la disposition des clients pour la livraison des articles après les heures d'ouverture. La sécurité d'OLG permettra aux clients d'accéder à la zone des casiers.

### Rapport d'enquête sur la satisfaction de la clientèle 2018 - Sommaire exécutif

#### Introduction

Le Centre des sciences judiciaires (CFS) fournit des services de laboratoire scientifique indépendants pour soutenir l'administration de la justice et des programmes de sécurité publique dans tout l'Ontario. CFS clients comprennent des agents d'application de la loi, des procureurs de la Couronne, des avocats de la défense, des coroners, des pathologistes et d'autres organismes d'enquête officiels. Les services de médecine légale comprennent la fourniture de rapports d'essais analytiques dans les domaines de la biologie, de la chimie, des documents, des armes à feu et de la toxicologie.

Le SCF a mesuré la satisfaction des clients sur une base annuelle depuis 2000. Les mesures de la satisfaction des clients sont utilisées par le ministère du Solliciteur général pour évaluer SCF le rendement. L'obtention des commentaires des clients est également une exigence des normes d'accréditation auxquelles le CFS adhère.

#### Résumé

Le sondage auprès des clients est utilisé pour évaluer le rendement du SCF par rapport à l'engagement organisationnel à fournir des services de laboratoire judiciaire de haute qualité à l'appui de l'administration de la justice et des programmes de sécurité publique pour tous les Ontariens.

En février 2019, 3 193 invitations à participer à l'enquête ont été envoyées avec succès et 627 réponses ont été reçues par le CFS (taux de réponse de 20 %). Une stratégie d'échantillonnage différente a été utilisée dans l'enquête de 2018 et peut avoir contribué à l'augmentation des réponses par rapport à 2017.

La majorité des réponses ont été fournies par des agents de police (81 %), qui constituent également le principal groupe de clients en termes de soumissions en 2018. Les autres catégories de répondants étaient le procureur de la Couronne et le pathologiste (4 % chacun), l'agent de conservation et le coroner (2 % chacun), avocat de la défense et enquêteur sur les incendies (1 % chacun) et autre (5 %).

La satisfaction des clients est l'une des mesures de rendement que le SCF rapporte au ministère du Solliciteur général chaque année. Le CFS fixe un objectif de satisfaction des clients de 87 % et cet objectif a été dépassé chaque année depuis 2007. La figure 2 montre la satisfaction globale des clients pour les années 2009 à 2018.

Le CFS a connu une augmentation sans précédent de la demande de services depuis 2015 (Figure 3). La demande de services dépasse actuellement la capacité et, par conséquent, les délais d'exécution augmentent. Malgré les efforts déployés pour atténuer la charge de travail croissante, la satisfaction des CFS services sera impactée.

#### Points forts

Dans l'enquête de 2018, les clients ont été interrogés sur leur niveau de satisfaction dans les principaux domaines d'interaction. Les thèmes identifiés comprenaient :

*   Informations, assistance, temps de réponse aux demandes de renseignements et support technique fournis par CFS staff

*   Processus de soumission de preuves en ligne

*   Expérience globale des rapports de laboratoire

*   Qualité de la formation dispensée par CFS staff

###### Quelques faits saillants du sondage 2018 :

*   Les clients continuent d'exprimer des niveaux élevés d'accord lorsqu'ils sont interrogés sur leur satisfaction concernant l'information et l'assistance (90 %), le temps de réponse (76 %) et le support technique (77 %) fourni par le CFS personnel. Cependant, par rapport à 2017, un accord plus faible a été identifié dans les trois domaines.

*   En 2018, lorsqu'on leur a demandé s'ils étaient satisfaits du processus en ligne de soumission de preuves, 75 % des clients étaient d'accord avec l'énoncé. Cela montre une augmentation par rapport à 2017 et peut être associé à une meilleure connaissance du processus de soumission en ligne.

*   Les clients continuent d'exprimer des niveaux élevés de satisfaction quant à la facilité de compréhension, l'exhaustivité et le niveau de détail des rapports. Cependant, la compréhension des rapports continue de faire l'objet de recommandations d'amélioration dans le domaine des réponses ouvertes (13 % des commentaires).

*   Depuis 2017, il y a eu une baisse de satisfaction concernant la CFS formation. 17 commentaires fournis dans la zone de réponse ouverte ont indiqué un manque de sensibilisation à la formation disponible et ont décrit un besoin de plus d'opportunités de formation.

*   Sur les 627 réponses reçues dans cette enquête, 183 réponses ouvertes ont été enregistrées (29%). 65 (36%) d'entre eux ont reconnu et apprécié la haute qualité des services fournis par le CFS, y compris les domaines de soutien à la clientèle.

#### Regarder vers l'avant

Le CFS s'engage à dialoguer avec les clients et à rechercher des commentaires continus. Voici quelques exemples où des efforts sont en cours pour répondre aux commentaires des clients :

###### Délai d'exécution

Les recommandations à la suite de l'enquête sur la satisfaction des clients de 2017 visaient à améliorer les délais d'exécution dans tous les cas. Cependant, comme le montre la figure 3, le CFS connaît une demande de service sans précédent et en tant que tel, les temps de réponse augmentent et auront finalement un impact sur la satisfaction des CFS services.

###### CFS Disposition de formation 

En 2018, le CFS a entrepris un examen de la formation des clients pour s'assurer que sa prestation était appropriée et accessible pour les clients tout en reconnaissant les contraintes de ressources. Un groupe de travail a été créé et le personnel a travaillé à réorganiser l'approche de l'organisation. Le CFS a également contacté un certain nombre de coordonnateurs de la formation des clients pour obtenir des commentaires sur le type de cours recherché, l'horaire préféré et le format de prestation.

Un portail de formation des clients devrait être lancé en 2019 et fournira aux clients un calendrier d'opportunités de formation basé sur les informations recueillies lors de l'examen. Une formation dédiée sera dispensée sur un éventail de sujets, y compris l'utilisation du  CFS Web Submission Portal, c'est-à-dire la manière de soumettre des preuves.

#### Conclusion

Le CFS reste déterminé à surveiller les performances et à identifier les opportunités d'amélioration du service client. Des efforts seront également déployés pour répondre aux réponses fournies à cette enquête. Cela comprendra l'intégration des commentaires dans le processus de soumission en ligne, une utilisation accrue de la technologie pour communiquer avec les clients et une approche remaniée de la formation des clients.

### 2019 Client Satisfaction Survey Report - Executive Summary

#### Introduction

The Centre of Forensic Sciences (CFS) provides independent scientific laboratory services to support the administration of justice and public safety programs across Ontario. CFS clients include law enforcement officers, crown attorneys, defence counsel, coroners, pathologists and other official investigative agencies. Forensic science services include the provision of analytical test reports in the areas of biology, chemistry, documents, firearms and toxicology.

The CFS has measured client satisfaction on an annual basis since 2000. Client satisfaction measures are used by the Ministry of the Solicitor General to assess CFS performance. Obtaining feedback from clients is also a requirement of the accreditation standards to which the CFS adheres.

#### Executive summary

The client survey is used to evaluate the performance of the CFS against the organizational commitment to provide high quality forensic laboratory services in support of the administration of justice and public safety programs for all Ontarians.

In March 2020, 5,475 invitations to participate in the survey were successfully delivered, and 658 responses were received by the CFS (12.5% response rate). Compared to the 2018 client survey, 2019 saw a decrease of 6.5 points in responses (see Figure 1). This is likely due to the fact that the 2019 survey excluded 2018 recipients to prevent ‘survey fatigue’, which reduced the sample size of clients who were both eligible and interested in participating.

Responses to the 2019 survey reflect the CFS client population. The majority of respondents identified themselves as police officers (83%), which is also the main client group in terms of volume of submissions in 2019. The other survey respondents include coroners (6%), crown attorneys (2%), conservation officers (2%), pathologists (2%), fire investigators (1%), defense attorneys (1%), and other (4%).

New to 2019, clients were asked if they were interested in participating in smaller, targeted focus group-style consultations. Out of 658 respondents, 139 responses (24%) stated that they would be interested in this kind of engagement.

Overall client satisfaction is one of the broader performance measures that the CFS reports to the Ministry of the Solicitor General annually, with a target of 87%. Although the CFS has consistently exceeded its target of 87%, client satisfaction has been fluctuating recently. Between 2016 and 2019, client satisfaction decreased from 96% to 88% (Figure 3).

Since 2015, the CFS has experienced a continuing increase in the demand for services, with demand exceeding capacity. Thus, turnaround times are increasing, impacting client satisfaction. The recent reduction in case processing requests and turnaround time seen in Figure 4 was primarily due to the increased restrictions implemented in Biology Section in the acceptance of evidence in high volume (i.e. less serious) cases. Failure to have implemented these restrictions would have led to continued and unmanageable growth.  Despite these high demands, 88% of respondents feel that the range of services offered at the CFS meets their needs.

#### Highlights

In the 2019 survey, clients were asked about their level of satisfaction in various key areas of interaction with the CFS:

*   online process of evidence submission

*   information and assistance provided by CFS staff

*   response-time for inquiries made by clients to CFS staff

*   scientific responses to technical questions made by clients

*   overall experience with laboratory reports

*   overall experience with training provided by the CFS

Client responses are summarized below:

*   76% of clients are satisfied with the online process of evidence submission, representing a 1% increase in satisfaction compared to 2018. It is worth noting, that 69% of open-ended responses relating to the web submission process reflected challenges with the system.

*   Respondents are generally satisfied with information provided (88%), time to respond (78%) and scientific responses to technical questions (76%). Compared to 2018 responses, these numbers are similar (within 2% in all cases).

*   71% of respondents agree that laboratory reports are easy to understand; 85% agree that lab reports are thorough; and 78% agree that reports provide sufficient detail. Similar to the 2018 survey, report comprehension continues to be identified as an area of improvement.

*   Since 2017, there has been a decrease in satisfaction relating to the range of CFS training offered. The 2019 results are similar to 2018 results, where ‘Not applicable’ and ‘Neutral’ responses continue to remain high, which suggests a lack of awareness regarding training opportunities at CFS.

*   Of 140 open-ended responses (21% of all respondents), 31% recognized and appreciated the high quality of services provided by the CFS.

*   2019 is the first year where case acceptance criteria have been identified as a key area, with comments suggesting that the criteria are too limiting or unevenly interpreted. Suggestions for improvement include reverting to previous less-restricted levels and providing materials to assist with the application of the criteria.

*   Regarding turnaround time (TAT), 16 comments indicated that current TAT is too long, with nine comments relating especially to the Toxicology section. Recommendations for improvement include securing additional resources and staff.

#### Looking ahead

The CFS is committed to client engagement and identifying opportunities to improve client experience.  Efforts include: 

*   Using client feedback to inform changes to the Web Submission Portal.

*   Developing of videos to help users navigate the web submission process.

*   Creating a Client Information Section on the Web Submission Portal to provide clients with fast and easy access to CFS resources.

*   Updating the Client Training Section of the Web Submission Portal to increase awareness and access to training opportunities offered at CFS.

*   Holding virtual consultations with CFS clients to discuss forensic science services.
